It does not forward findings. Every line it raises carries the tariff basis it was tested against, so you can confirm or discard it before anything goes to the utility.

Who can run it
Andy is sold to individually certified auditors and to nobody else. Not to brokers, not to property managers, not to facility staff, not to the public. Every job is tied to a verified CUBA certification, and seats are per person rather than per firm.
The reason is narrow: what Andy produces is a well-constructed hypothesis about where a utility got it wrong. Materiality, remedy, and whether to raise a finding at all are judgment calls, and the demand letter goes out over a human signature that has to hold up when the utility pushes back.
