Restricted to certified auditors.
Andy runs only for holders of an active CUBA certification — Certified Utility Bill Auditor, issued by AAUBA. It is not sold to the public, to brokers, to property managers, or to facility staff, and there is no unauthenticated path to an audit.
Why the rule exists
What Andy produces is a rigorously constructed hypothesis about where a utility got it wrong. A hypothesis is not a finding until someone has verified it against the tariff actually in force for that service period, for that classification, at that service address.
The judgment calls that follow are not incidental. Is the variance material enough to raise? Is this an informal dispute or a formal Commission complaint? Which findings strengthen the claim and which weaken it by inviting a fight over an edge case? Those decisions rest with a professional who is accountable for them.
And the demand goes out over a human signature. It has to be defended when the utility pushes back. A confident, well-formatted, wrong demand letter does asymmetric damage — to the client who relied on it, to the auditor whose name is on it, and to the standing of the profession with the utilities and commissions everyone else still has to work with.

Every job is tied to a verified certification
No job runs without one. Certification is checked against the AAUBA record rather than taken on assertion at sign-up.

Seats are per person, not per firm
One certified holder running Andy on behalf of a room of uncertified staff is precisely the leak this rule exists to prevent. If your firm has four auditors who need it, that is four seats.

Certification is re-checked, not trusted forever
Status is re-verified on a schedule. A certification that lapses closes access until it is current again; work already delivered stays available to you.
